If countries stopped spending so much of their GDP on pointless and useless weaponry, then maybe - just maybe - when such a disaster occurs, self-same country wouldn't be in such a sorry state and actually be in a position to deal with it.
Plus there is only so much "charity" in the world, and after an unprecedented number of natural disasters in so short a time, it could be that there isn't enough money to go around.
Sad to say, but Mr President you shouldn't have spent so much on waging such a pointless war.
